Abstract:

On June 11 through 13, 1978, nearly 300 persons of diverse backgrounds and professions from across Texas met together in San Antonio for a conference called What is Basic Education: A Statewide Conference on Arts, Education and Cognition. Its coordinators had seen the need for people such as arts teachers, university professors, school district superintendents, principals, business people, media professionals and members of arts councils and junior leagues, etc. to gather in the common cause of drawing the arts out of isolation in Texas. The state is huge; the personal, cultural and economic importance of the arts is huge. Still, the arts lack adequate support, not only momentarily, but in exposure and use in our schools.

The conference was the first of its kind in the state. It was the first opportunity for concerned people from all types of professions to get together and recognize the problem, to share and generate ideas, and to draft comprehensive plans for making the arts an integral part of the education of young people both in school and in everyday life.

The only feasible way to enact any solutions would be on local levels, but the coordinators also believed that a statewide framework and inter-communication was vital.

The other focus of the conference was to produce and provide access to data drawing the relationship between the arts, education and cognition.

It is hoped that the arrival of this report will occasion a moment of personal reflection on the progress each of you as individuals has made toward the goals you set for yourself at the conference. Hopefully, there has been much progress on those ideas and commitments, and even more new beginnings. (Prologue)
