Summary:
Not until 1964 did Congress establish the National Foundation on the Arts and Humanities and its two fund-disbursing bodies, the National Endowment for the Arts (NEA) and the National Endowment for the Humanities (NEH). In doing so, however, the Federal Government injected itself permanently into the nation's cultural life, creating problems of patronage and policy that have grown much faster than the accompanying funding. These problems merit exploration.
