Private corporations, foundations and individuals were the main sources of support for the arts prior to the establishment of the National Endowment for the Arts. It is likely that the reductions proposed in the Reagan budget will shift the emphasis back to the private sector for support of the entire nonprofit sector and foster increased competition for funding among all nonprofit institutions. A recent study by the Urban Institute reports that government support for art organizations is being cut 37 percent while social welfare organizations face a 44 percent cut, education faces a 30 percent cut and conservation efforts face a 62 percent cut.
