Abstract:

The focus of this symposium is Canada. Unlike the countries discussed in the symposium in the March/April issue of this journal - France, Hungary, Israel and Japan - Canada has no national ministry of education and no federal policy that specifies goals and standards in education. In the late nineteenth century, the Constitution Act declared Canadian education to be a concern of the provinces, rather than of the federal government. Since then, the role of the federal government in educational policymaking has been relatively minor; policy issues concerning schools, including the development and implementation of curricula, have been left in the hands of provincial ministries of education. This decentralization has resulted in great diversity among provinces in curricular issues and policies.

The articles in this symposium discuss various aspects of arts policy, focusing on the areas of visual arts and music education. The first three articles examine the goals and underlying assumptions on which the music and arts curricula are based. These goals include education for students' personal growth, preparation for the workplace, and aesthetic values.
