As an economist, [the author] begins with the proposition that a state of affairs in which artistic creation outstrips available funding is not inherently undesirable, that creative individuals will always be able to conceive of more artistic productions than can be financed, no matter how much money is available to them. With that point in mind, he proceeds to identify the conditions under which public support generally is justified and the objectives such support should have.

The author evaluates public funding policies towards the arts. As an economist, [the author] begins with the proposition that a state of affairs in which artistic creation outstrips available funding is not inherently undesirable, that creative individuals will always be able to conceive of more artistic productions than can be financed, no matter how much money is available to them. With that point in mind, he proceeds to identify the conditions under which public support generally is justified and the objectives such support should have.

[The author] seeks to determine the criteria use for making grants by the agencies through which public support for the arts is channeled. One product of this effort is a detailed statistical presentation that clearly illustrates the economic effects and general orientation of public support for the arts in the past decade. The author makes recommendations designed to guide arts agencies in using the funds available to them in the public interest. (p. vii-viii).
