This paper describes some of the major problems that are holding back a further development of cultural expression in Canada, and proposes action that can be taken now to build on the substantial achievements we have already made. A Strategy for Culture therefore recommends to the Government of Canada precise national cultural policy objectives and proposes basic principles which would given coherence and force to federal cultural policies affecting all sectors of the arts and the cultural industries.
