Summary:
The task before us is to analyze the enabling legislation of the various states, issue by issue, to provide comparative substantive statutory provisions for each state to consider in assessing current or projected enabling legislation. To that end, this volume shall attempt the following: 1. Identify the significant areas in which legislation should be enacted and to present and analyze alternative provisions in each of these areas (with specific reference to current provisions in state arts agencies' legislation and potential additional ones). 2. Present optimal provisions which might address the issues identified. (p. 1)
