This survey of state measures in the cultural sector in Sweden is concerned to describe a course of development, a system in process of construction. A common way of dealing with matters of cultural policy is to present them in general terms, discussing only principles and general guidelines. A radically different approaches been chosen for this study, but not in such a way that the underlying ideas have been ignored. The emphasis, however, is on a description, in technical and administrative terms, of how the Swedish cultural sector is actually supported and administrated. (Preface)
