The exploration of these felt needs and issues surrounding the arts and the gifted today was the topic of concern for the National Forum on the Arts and the Gifted, held in Aspen, Colorado, June, 1978, by the Office of Education. The conference was a natural extension of the work completed earlier in 1978 by the National Task Force on the Gifted and Talented, established by Dr. Ernst Boyer, Commissioner of Education.
Realizing the importance of the visual and performing arts in our society, the Task Force chose this area of need as one of three primary thrusts, the other two being teacher training in gifted and talented, and the study of minority disadvantaged gifted and talented students. Yet, these three areas do overlap as evidenced by the tremendous need for teachers skilled in nurturing talent in the visual and performing arts, and the equally important need to reach out and teach minority and disadvantaged people in the arts.
The National Task Force on the Gifted and Talented had three objectives: (1) to survey on-going efforts for gifted and talented in the Office of Education; (2) to make legislative recommendations for gifted and talented; and (3) to offer recommendations to the Commissioner for exemplary means and strategies to meet the educational need of the gifted and talented.
