Abstract:

This paper explores the literature on approaches to productivity measurement and organizational effectiveness in the public sector in an effort to examine their applicability to nonprofit organizations. The author makes the following conclusions: An overall assessment of the literature reviewed here leads to the conclusion that, despite its volume, the state-of-the-art has yet to deal adequately with the truly central questions relevant to productivity and effectiveness in the public sector. This conclusion applies both to the utility of public-sector literature in the public sector itself and as extrapolated to the non-profits.
