Clearly, the battles over federal funding for the arts have caused many of us to think about the public's perception of our work as artists, arts educators, and administrators. Yet, the significance of how the public views and values the arts extends far beyond the Arts Endowment's tribulations and straight into the heart of how we determine our priorities about why and what we sponsor, support, and teach, and even perhaps, why and what we create. The most useful question for the arts and arts education community is not, Why don't they understand? but rather, What do they understand, and how can we build on that understanding? (p. 13)
