Summary:
In a discussion paper on regional organizations prepared by the Arts Endowment's planning office in 1976, some concerns were expressed about regional organizations that we might be better prepared to address today: (a) What do they do? Is it important, and are they the ones to do it?; (b) Equity of funding (as it related to State Arts Agencies which, in 1976, were or were not members of regional organizations); (c) NEA funding procedures (or regional organizations); (d) Coordination and possibility of duplication of effort; (e) Dependency on the Endowment.
