Abstract:

A careful perusal of the annual reports of the Arts Council since 1946 leaves no doubt that the Council disburses its funds to satisfy a number of more or less clearly defined objectives. These may be summarised as:

  1. the diffusion of the Performing Arts (music, opera, ballet, drama and films), and to a lesser extent the Visual Arts (museums and galleries), throughout the regions of Britain - in a phrase, to break the culture monopoly of London;
  2. to diffuse the Performing and Visual Arts among wholly new audiences;
  3. to maintain and raise artistic standards in the Performing Arts; and
  4. to encourage the emergence of new art forms as well as new creative artists. (p. 132-147)
