This booklet was initially planned to be a comprehensive argument for increased municipal government involvement in the arts. It has evolved into a survey and analysis of some of the ways that municipalities and the arts have come together. This necessitated a great deal of research consisting of visiting activities and talking to municipal officials and arts leaders. The research also entailed a questionnaire that was completed by municipal employees in almost forty Canadian cities. (p. iv)
