Abstract:

In 1958, during the height of the cold war, the and the Soviet Union embarked on a series of scholarly and cultural exchanges that have been steadily expanded ever since. Yet a thorough independent appraisal of the program, assessing the advantages and disadvantages to both countries, has not really taken place in almost twenty years since the exchanges began. [The purpose of this is book is] to evaluate the exchange program and to recommend ways to improve its operations. (p. v)
