Abstract:

Written by the executive director of the Alliance for International Educational and Cultural Exchange, this article stresses how public and private partnerships have played a significant role in government exchange programs. The author states that partnerships bring both substantive expertise and volunteer networks to these programs.

As noted in this article, partnerships have been envisioned all along, beginning with the Information and Educational Exchange Act of 1948 where institutions of learning, community associations and nongovernmental organizations were to be central components in the exchange community. Non-governmental involvement can be key in continuing meaningful contact in situations where a nations political relations with the may be tense. (The author cites post-Tiananmen Square China as an example.)

The article closes with a look to the future for his agency and calls for increased funding and interest in such efforts.
