Abstract:
The author introduces the essays in this volume, and provides an overview of the topic of arts policy. The issues raised by arts policy are similar to those raised in all policy discussions; and, as in other realms, the art world has discovered that public support is a mixed blessing. Politics -- that is, pointed debate over the public interest - follows public support. And, as the Reagan administration is demonstrating, what the government gives can also be taken away. Further, nothing is sacrosanct, not even the highest of high culture. Nor is high culture meritorious by definition alone. Indeed, as many lament, culture must demonstrate its economic impact, it must play in Peoria, and it must cater to congressional whim and presidential fancy....
As a collection of original essays, this book discusses ideology, government as patron, comparative and foreign policy perspectives. This first chapter provides an overview and introduces in a general way the subsequent contributions. What I have tried to do
is indicate the significance of the questions posed and embroider analysis in the process.
