Provincial Policies in Arts Education: An Analysis of a New Arts Education Data Base

Abstract:

The Canadian Conference of the Arts has recently completed an important national survey of provincial policies in arts education for elementary and secondary schools. The survey included questions on curriculum implementation, funding, teacher education and evaluation practices. In this article, I will attempt to analyze the data supplied by each provincial ministry of education and relate it to arts education policy in general.

The analysis will be limited by the unavailability of evidence for checking the accuracy of received responses - no control was exercised over who responded or in what circumstances responses were made. The survey itself is a significant contribution to the literature on arts education policy in Canada and could influence future development in the field.

In this article, I will examine apparent consistencies and inconsistencies in general provincial policy. Specificity of program, a major distinguishing feature, will be examined individually. The article will end with conclusions, followed by recommendations for further consideration.
