Abstract:

The proposal for a National Arts Awards program concerns a comprehensive plan to stimulate aesthetic awareness and promote achievement in the arts among high school students and other young persons 16 to 19 years of age throughout the . The proposed program is based on the premise that during their school years young people should be encouraged to place a high value on accomplishment in the arts.

The program contains three major components: (1) formal recognition of high-quality individual accomplishment in the arts among young persons 16 to 19 years of age through an extensive awards program that includes scholarships, apprenticeships and opportunities for exhibition, publication, and performance; (2) the consideration and refinement of methods of evaluation and criticism in the arts; and (3) the collection and dissemination of information about exemplary school programs in the arts.

This proposal outlines a one-year planning period and a two-year demonstration program that includes both developmental and operational activities. The demonstration program is designed to produce a solid foundation for subsequent long-range planning and action and at the same time to offer significant aid and encouragement to the young people who participate during the two years of demonstration activities. Initial fund seeking efforts will focus upon a five-year time span, three years beyond the demonstration period. (p. i)
