Summary:

The Center for Arts and Culture has published a series of issue papers entitled Art, Culture, and the National Agenda to demonstrate how public policy decisions affect our nation's cultural life. This paper, the second in the series, provides an overview and analysis of federal policies and practices in historic preservation, documents and archives, artifacts, living cultural heritage, and domestic and international cultural property laws.

Abstract:

The Center for Arts and Culture has published a series of issue papers entitled Art, Culture, and the National Agenda to demonstrate how public policy decisions affect our nation's cultural life. This paper, the second in the series, provides an overview and analysis of federal policies and practices in historic preservation, documents and archives, artifacts, living cultural heritage, and domestic and international cultural property laws.

The paper recommends the following:

  • better adherence to the National Historic Preservation Act;
  • greater collaboration through the Advisory Council on Historic Preservation;
  • creation of a national repository for conservation of original documents and archives;
  • rules of electronic records and establishment of a network for digital preservation;
  • adherence to principles of cultural conservation for our living heritage;
  • increased funding for preservation of national collections and the facilities housing them;
  • increased funding for federal subsidies for preservation projects;
  • extension of the historic preservation tax credit to private homeowners;
  • review of tax policies and highway policies and funding;
  • national leadership for cultural heritage preservation; and
  • international cooperation on cultural property agreements.
