The author examines developing policy, board functions and staff for community arts organizations. The role of planning and specific policy-making cannot be over-emphasized for any not-for-profit organization. Planning and policy reflect the goals of the organization, its reason for existence, its determination of means and methods proper to the achievement of its goals, its employment policies, and its expectations of staff and volunteer workers, and perhaps most important, its commitment to its community.

Abstract:

The author examines developing policy, board functions and staff for community arts organizations. The role of planning and specific policy-making cannot be over-emphasized for any not-for-profit organization. Planning and policy reflect the goals of the organization, its reason for existence, its determination of means and methods proper to the achievement of its goals, its employment policies, and its expectations of staff and volunteer workers, and perhaps most important, its commitment to its community. Any not-for-profit arts organization must take its responsibility to its community seriously. The organization must negotiate the perilous waters between the shoals of elitism and the cliffs of artistic standards. A diversely-constituted community has diverse cultural needs and harbors diverse cultural resources. Organizations which can develop programs that successfully mediate between these needs and resources are much to be admired and long to be source-for in our society. (p. 20)
