Abstract:

Over the centuries, France has managed to develop and preserve its reputation as a nation with an exquisite cultural tradition and as one of the world's greatest patrons of the arts. As in many other developed countries, art education is not regarded as a priority in France. In this article, I will offer an analysis of this French paradox. I will demonstrate how the structure of educational governance and the shared jurisdiction of art education, by the Ministry of Education on one hand and the Ministry of Culture on the other, work to the detriment of the field. The opposing aims of education for all and education of a cultural elite promoted respectively by these two influential bodies, result in divergent agendas and educational directives. (p. 12)
