Abstract:

My first thesis is that if a cultural autarchy of nations is at once impossible today and unhealthy, as it has always been historically, the cultural dependence of one nation with respect to another is equally unacceptable and can be combatted by discretionary policies. The object of this paper is to licit a joint research effort on the ways and means, which are subtle and diversified, that would boost the effectiveness of the cultural policies of national independence within the interdependence of the world cultures. My second thesis is that in order to defend the cultural identity of a nation, there is no use in closing off one's borders to cosmopolitan influences, but that is necessary to increase to the maximum degree, the output of internally produced culture creative activity in all its socio-economic [socioeconomic] elements and the creativity of personal expression of all the social strata.
