These presentations on local arts agencies and the local community were presented separately by each author. Elizabeth Howard, president of the National Assembly of Community Arts Agencies, provided a definition of a local arts agency and an overview of functions and activities. Robert Canon, executive director of the Arts Council of San Antonio, Texas, reviewed the history and funding of the council and current efforts to develop a performing arts center for the city. Milton Rhodes, executive director of The Arts Council, Inc, of Winston-Salem, North Carolina gave a presentation on the fundraising efforts of the council's united arts fund campaign.
