This report describes the Special Assistance Program of the New York Council on the Arts. Through simple, efficient methods, the Special Assistance Programs provide funds and services which the New York State Council on the Arts cannot, due to legislative mandates or administrative incapacity, directly provide. These include fellowships to individual artists, artist's fees for projects in schools, special community service programs, technical services and assistance, advocacy, expertise and support services to individual disciplines, employment opportunities, hardware and equipment, publications, exhibitions, legal consultations, and other direct and indirect arts assistance. Any non-profit entity, public or private, arts or non-arts-affiliated, may seek assistance from the Programs. (p. 1)
