For more than a decade, the National Endowment for the Arts has provided grants to professional orchestras throughout the . In late 1979, the Endowment contracted with the Newman & Hermanson Company to provide an empirically-based assessment of the effects that Endowment grants have had on those orchestras funded. There were two basic assumptions that informed the evaluation: (1) the evaluation should provide adequate data on which to base an objective assessment and (2) at the same time, the evaluation should itself be sensitive to the artistic freedom of the orchestras. (p. I-1). In order to provide a broad-gauged assessment, the Newman & Hermanson Company chose to survey the universe of 106 orchestras that had received funding during Fiscal Year 1979. The surveys conducted were of two types: (1) on-site interviews and (2) telephone interviews. (p. I-2).
