Abstract:

Those of us who are concerned about the arts and arts education need to understand what is happening and to use our imaginations to create the best possible conditions for art and teaching as new circumstances develop. In this article, I want to explore several value frameworks that are needed to accomplish this goal effectively. Let me be forthright about three things at the beginning. First, I believe that the forces of decentralization are winning now, and will win more in the future, especially in matters of culture. Second, an era of decentralization means less emphasis on large-scale command-and-control, regulation, and one solution for every case. Third, I believe that decentralization and its attendant values are fundamentally good for the arts because the values are consistent with those that underlie artistic practice. (p. 3)
