Summary:

This report is the result of an initiation by the Federal-State staff of the National Endowment for the Arts to secure three opinions in these areas: 1. A critique and review of the present status of state plans. 2. Develop an operational definition of a state plan. 3. Develop criteria for helping states and the Endowment to examine and evaluate the state plans. We feel that the real purpose of this project should eventuate in increased effectiveness in providing support for the arts in the states. (p. 68).
