Abstract:

"Anne W. Smith's article benefits from her dual experiences as a member of the faculty of Golden Gate University in San Francisco and in Japan as professor of music and arts management at Showa University. By comparing the decentralized U.S. system of education with the centralized Japanese system, Smith identifies strengths and weaknesses in each. She advocates more connections in both countries between teachers in schools and the professional music community. Her research 'demonstrates for both countries that music teacher, their schools, and their communities must interact, must balance leadership and management practices."  (from the Introduction by Valerie B. Smith begins her article by referencing a key report by Margaret Wyszomirski published in a 1998 issue of The Journal of Arts Management, Law and Society entitled, "Comparing cultural policies in the and Japan: Preliminary observations.
