Abstract:

This collection of essays provide a greater scholarly and historical understanding of cultural diplomacy. The lead author states that the end of the Cold War marks a new beginning--and urgency--for the potential of cultural diplomacy because it promotes international understanding and good will.

The types of diplomacy used in cultural relations can be:

  • The exchange of professors, students, and professionals from nonacademic occupations.
  • Tours of performing arts companies and visual arts exhibitions.
  • Informational services both print and broadcast.

As written in the issues introduction:

Effective cultural diplomacy must be sensitive to intellectual, religious, artistic, and other ostensibly nonpolitical developments abroad. The goal of cultural diplomacy is to complement traditional foreign policy. 

Educational and cultural exchanges are not the only key to international understanding, nor is good will sufficient to ensure national security, but both are necessary for a more stable world order.
