Williams analyzes two legislative alternatives that can be applied to assure the protection of cultural property from theft and pillage: Domestic law and international treaty cooperation. Domestic laws for control of cultural heritage are seen as an important element in a comprehensive scheme for worldwide protection since each national state has a responsibility for the cultural property found within its boundaries. Williams reviews the principal mechanisms by which such laws operate: Nationalization, inventory, classification, and control of the domestic market.
