Summary:
This working paper is a revised version of a paper written for a conference on the impact of federal giving on the nonprofit sector, organized by the National Center for Responsive Governance in Washington, DC. The first section of this paper summarizes the relatively little hard data that exist on the extent of government support for the arts in the Untied States. The second section describes the eligibility requirements and criteria for federal funding, and discusses some of the merits and weaknesses of different methods of allocating grants. The third section represents some steps towards conceptualizing a broader approach to assessing program effects than that usually employed.
