Abstract:

Paper presented at a meeting on the development of cultural polices in Europe held in Helsinki, Finland from December 8-12, 1980 by the Finnish National Commission for Unesco in co-operation with Unesco under the Participation Programme.

My contribution here will be to summarize the work which is being done, bilaterally and multilaterally, to promote development work by our countries in the field of cultural policy. This summary will be based on experiences of regional co-operation [cooperation] in Europe under the aegis of Unesco, the Council of Europe and Nordic Council of Ministers....My main concern here is to perceive the weaknesses of our co-operation and to try to suggest improvements which will primarily be discussed at the conference to be held by the Finnish National Commission for Unesco in Helsinki next month (December 1980).
