Section one describes the arts, the disabled, the National Committee (the history and purposes of this organization, as well as over 150 current NCAH programs), and a glossary of terms. Section two identifies national organizations and agencies involved in programs for the disabled (general, arts, recreation, education, therapy, and consumer organizations for the disabled). Section three focuses on agencies and organizations at the state level. Section four lists senators and congressmen with memberships on committees and subcommittees that deal with funding and programs for disabled people. Section five lists media about or for the disabled. Section six contains sources of funding for arts programs.

The National Committee, Arts for the Handicapped, in its belief that creative arts experiences can be powerful vehicles for providing beauty and joy to those with disabling conditions, has dedicated itself to fostering the growth of arts programs for all disabled people. This guide is intended to instruct, enlighten and inspire those with a concern for improving the lives of disabled individuals through the arts.
