Abstract:

Prior to the 1996 presidential election, I volunteered to write a paper for the Council for Policy Studies in Art Education on how the arts will fare during the new presidential administration. Augury is a dangerous profession; speculating about late-twentieth century, intra-Beltway activities and loyalties regarding the arts is evidence of a complete lack of good sense. Nevertheless, I offer up this overview of the congressional budget appropriation process, and the likely rough ride of the National Endowment for the Arts through it.
