Culture. The problem is immediately apparent. Like obscenity, one of course knows it when one sees it. But the selection of culture the funding of culture, is this a proper activity for the Federal government? We cannot, of course, create a foolproof culture litmus test, yet every year we see the Congress vote funds for civil servants and their budgets and mandate them not only to create such a litmus test but to use it as well.

Before we involve ourselves in the possibilities of choosing good and bad culture, perhaps it is best to examine the probability of determining exactly what it is we mean by culture anyway. In the strictest Federal sense, and thereby the broadest funding sense, culture is that which belongs to NEH and NEA, which is anything which does not belong to the alphabet soup of other agencies.
