The proposed Reagan budget cuts, if enacted, would significantly reduce the revenues available to a wide assortment of private, nonprofit organizations, ranging from symphony societies to social welfare agencies, from private colleges to local community organizations. These impacts result from the fact that nonprofit organizations have become active partners with the federal government in a broad range of public purposes.

Abstract:

The proposed Reagan budget cuts, if enacted, would significantly reduce the revenues available to a wide assortment of private, nonprofit organizations, ranging from symphony societies to social welfare agencies, from private colleges to local community organizations. These impacts result from the fact that nonprofit organizations have become active partners with the federal government in a broad range of public purposes.

These reductions are especially sizeable in the areas of social welfare and education, which are slated in the Reagan budget proposal for cuts over the next four years of 44 percent and 30 per cent, respectively, below actual 1980 outlays in constant dollar terms. While the overall reductions in outlays for the arts and environment are smaller in absolute terms, they are much deeper relative to existing funding. Funding for arts programs over the next four years is projected to decline, for example, by 37 percent below actual FY 1980 outlays in real dollar terms, while funding for relevant conservation programs is sated for a 62 percent decline.
