It is a very special honor to represent New York State at this conference, for in just five years, New York has become the senior member of a growing movement to involve state government in the arts. The strength of this movement is dramatized by the fact that representatives are here today from forty states that have established arts councils or are considering such a step. It is a very special honor to represent New York State at this conference, for in just five years, New York has become the senior member of a growing movement to involve state government in the arts. The strength of this movement is dramatized by the fact that representatives are here today from forty states that have established arts councils or are considering such a step. This is a fantastic growth that has occurred in only five years.

My remarks today will review New York's experience in meeting this rewarding challenge. I want to emphasize, however, that New York's experience should not be interpreted as a clearly-charted path through the maze of opportunities that this challenge presents.

Our explorations in New York have been carefully financed and imaginatively conducted - but they are uniquely related to the particular problems of our state. They cannot be a blueprint for everyone. The ultimate goal for our nation is that each state, with comparable support and imagination, will usefully explore its own particular problems and prospects. (p. 31-36)
