Abstract:

The government first announced its intention to charge entrance fees for museums and galleries in October 1970 but it was not until January this year that charges were actually introduced. The intervening three years have seen a lively debate, which has raised some major issues of principle in public policy towards the support of cultural recreation. This article seeks to show that economic analysis has something to offer in clarifying some of these issues.

The paper begins with a short survey of the finance of national museums and galleries, which provides some necessary background information. Subsequently an attempt is made to review the activities of a gallery or museum as a 'firm' producing an unusual type of product and with a rather complex 'objective function'. This analysis helps us in the discussion of the rationale of public financial support and operation of museum and gallery services. Finally, we consider present government policy, including charging for these services. (p. 189-204)
