The survey had the following four objectives:

    1. To determine the economic impact that Worcester's
      cultural organizations have on the community (i.e. operating expenses,
      grants brought into Worcester, salaries paid out, etc.).  
    2. To determine the level and extent of cultural activity in Worcester.
    3. To assess the needs of the cultural organizations.
    4. To evaluate the services provided by the Office of Cultural Affairs.
