Abstract:

The author examines the impact of government grants on private donations. She makes the following conclusion:

We know very little about how donors respond either to changing ideological cues or to better information about the quality of charitable activity. We have similarly poor data about the magnitude of scale economies and the costs of improvements in quality, and we need operational measures of costs of treating people with different needs. The link between the form of public subsidy and the types of clients served by private non-profits [nonprofits] is also an important but poorly understood issue. Research on all of these questions could be extremely useful to policymakers charge with designing programs that subsidize or compete with the services of non-profit [nonprofit] charities. Even without particular evidence, however, I have shown that, in principle, it ought to be possible to design subsidy programs that encourage rather than discourage private giving.
