The author examines arguments on how to increase aid to cultural activities in Canada. ...the entire focus of the cultural policy debate in Canada seems to be shifting towards operational considerations (i.e., how we increase Canadian cultural output) and away from the more basic question: how much public money should Canadian cultural institutions and artists receive? Since the mechanics of how to increase cultural output is of great contemporary concern, the issue of direct versus indirect support for the arts is increasingly important in a public policy context.
