Paper presented at a meeting on the development of cultural polices in Europe held in Helsinki, Finland from December 8-12, 1980 by the Finnish National Commission for UNESCO in cooperation with UNESCO under the Participation Programme.

The author discusses cultural development as a part of social progress. The development of culture at the present time is more and more becoming a decisive indicator of social progress. It shows to what extent economic, political and social conditions and activities really create the prerequisites for the free and all-round development of man in a peaceful world. (p. 209)
