Paper presented at a meeting on the development of cultural policies in Europe held in Helsinki, Finland from December 8-12, 1980 by the Finnish National Commission for UNESCO in cooperation with UNESCO under the Participation Programme.
The author discusses the development of a cultural policy in a socialist state. Development of culture and education in our Republic proceeded and is proceeding in line with a strictly-scientific and systematically implemented state cultural policy. The cultural policy of the Ukrainian SSR is aimed at providing all working people with conditions to master cultural wealth which has been amassed by the humanity. Its goal is the all-around development of each personality, harmoniously combining spiritual perfection, moral purity and physical perfection, i.e. qualities indispensable for a builder of the new life.
