Paper presented at the Fourth International Conference on Cultural Economics held May 12-14, 1986, at the Palace of the Popes in Avignon, France.

The author comments on the cultural policy of India: The GOI cultural policy has failed to protect the priceless cultural objects of the country from being smuggled out of the country. Though such activity is international, the drain in the case of the country is external and of unbearable magnitude. . . For the cultural sector involving thousands of monuments and varied cultural activities, the financial policy of very meager allocations of the plan funds tantamount to at the most only a feeble cultural policy. There are no efforts to evolve a cultural policy of economics development, through the integration of different regional cultures and the elite and mass cultures. The powerful medium of TV covering nearly 75 percent of the population is yet to be used for the purpose. As one associated with the GOI cultural policy notes, the policy regarding culture is still confined to a very minority class. It is yet to be concerned with the masses.
