Abstract:

The authors are engaged with others on the application of cost-effectiveness analysis to public expenditure on the Arts. This requires them to consider the relation between government policies towards the performing and visual arts and the various methods of state support which both central and local government employ in pursuing these policies. A necessary adjunct to such a study is the preparation of a set of cultural accounts which identifies the nature and magnitude of the flow of funds from the sources of government finance for the Arts to the use made of these funds classified according to the type of artistic production according to the type of decision-maker (central government, local government, private sector) and according to the factor inputs employed by the producers. This appears to be the first attempt of its kind, though a Council of Europe study which is now in progress has somewhat similar objects in view. (87-100)
