Abstract:

The author examines the impact of government arts support systems in Germany, Yugoslavia, France, Holland, Denmark, England and Scotland. Between June and September, 1979, through a generous fellowship from the National Endowment for the Arts, I traveled in Germany, Yugoslavia, France, Holland, Denmark, England and Scotland, observing the impact of government arts support systems. During a period of four months I interviewed about 150 individuals - artists, municipal, state and national officials; institution heads; and others - who shared with me useful opinions and data about how governments finance and stimulate cultural activity.
