The cultural affairs commissioner, Kate D. Levin, told a City Council hearing on Friday that the city's improved financial prospects meant good news for cultural institutions.

However, this article points out a contrasting view to the positive message expressed by the cultural affairs commissioner of New York City:

A survey conducted by the Cultural Institutions Group found that over the past three fiscal years, many institutions had suffered declines in their endowments, donations and revenue. That, in turn, forced many of them to raise admission fees, reduce hours, close galleries, dismiss employees and cancel programs.

''We are sending a distress signal to the mayor and the City Council that if the budget is adopted at this level, it would become the fourth year in a row that the city's cultural institutions have been seriously underfunded,'' Karen Brooks Hopkins, the chairwoman of the group and the president of the Brooklyn Academy of Music, said in a statement.
