Abstract:

This issue of The Journal of Arts Management, Law, and Society is an edited version of the larger research project, Understanding the Associational Infrastructure of the Arts and Culture, completed at Ohio State Universitys Department of Arts Policy and Administration.

Case Study B is the second of three case studies presented in this issue. This study of the American Symphony Orchestra League demonstrates how a national membership organization can play an active role across many stages of the policymaking process. It shows policy versatility in private policymaking rather than efforts to influence public policy.

In the case of the Americanizing the American Orchestra initiative, the league was engaged in many phases of private policymaking:

  • agenda setting;
  • issue definition;
  • option development;
  • policy formulation; and
  • program implementation.

This well-known task force research piece addressed growing concerns about social and cultural irrelevance, elitism, and fiscal instability in the field. It also offered specific recommendations for change in seven orchestral areas:

  1. repertoire;
  2. cultural diversity;
  3. musicians;
  4. audience development;
  5. music education;
  6. volunteerism; and 
  7. leadership.
