Abstract:

The essay is critical of the Reviewing Education and the Arts Project (REAP) design and outcomes, in part because the author cites key studies that do not include the "uses of the arts".

However, the focus of the article is the overall shape of the project and its significance for educational policies. Chapman asks the definitions of the principles in the study, such as:

  • What is research?
  • What is academic achievement?
  • What is arts education?
  • What is learning?

While the author feels that REAPs basic goal was achieved, she does not think that the project is likely to mute claims about the instrumental values of the arts. If anything the project should remind us how rhetoric and facts are transformed as policies are made. Chapman believes the arts are properly viewed as intrinsically valuable and also instrumental. Both views are part of the intellectual history of the arts.
